The First Ministers of Change. The First Choir stands nearest to the great transitions of the physical world: flame becoming ash, vapor becoming rain, still air becoming storm, darkness yielding to light. Its angels govern not merely substances but transitions. In the mythology of the Register, they learned the boundaries between states so that power could become service rather than excess. Fire learned to warm without consuming; water learned to descend, gather, freeze, nourish, and return; wind learned the difference between breath and tempest; light learned to reveal without destroying what it revealed.

For this reason the First Choir is the custodian of dynamic equilibrium. Its ministers govern ignition, heat, rain, currents, frost, cloud, electrical discharge, atmospheric pressure, illumination, obscurity, soil, dust, condensation, and thousands of finer transitions by which the material world continually changes.
